Replaces the dev-machine link: spec used while testing IDEA-144 — the island toolbar now comes from the registry like any other dependency. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
Switch the paper-camp dependency from the published ^0.17.1 release to a link: reference into ../paper-camp-build so showcase work can iterate against local changes without republishing. Add a papercamp config command to build the toolbar package on demand, and mark IDEA-4 as in review with a thread log entry. Refs: IDEA-4
