The build imported @dendelion/paper-camp/vite at config load, but the package is a dev-machine link: spec that CI can't resolve — the Quality job's build step died with ERR_MODULE_NOT_FOUND. The plugin is dev-only (apply: 'serve'), so the config now imports it dynamically in the serve branch and degrades to no toolbar when the package is absent.
