The same fragment URL can be referenced multiple times on a single page (e.g., via copy-paste authoring mistakes). There is currently no signal to the author or developer that this has occurred. The desired change is purely observational: emit a console warning when a duplicate fragment reference is detected, without altering any loading or rendering behavior.
