Summary
This PR implements a proper, stable 60 FPS mode for The Simpsons Game.
Simply changing the presentation interval ($2 \to 1$ ) without adjusting physics leads to game-breaking issues: Homer clipping through geometry, trampoline physics anomalies, double-speed animations, and collision glitches. This change couples the swap interval unlock with proper Havok physics timestep adjustment.
Changes Made
~0.0333333s(30 FPS) to~0.016683s(0x3C88AB86/ 60 FPS).
