Release prep mirroring the 0.3.1 pattern (6cd7836): version bump + CHANGELOG.

• Fixed — deps (fix(deps): Treat sibling shadows as unresolved in degenerate single-dir roots #26): sibling shadows in degenerate single-dir roots (no .git ancestor) now classify Unresolved instead of guessed Local; explicit relative imports stay Local, .git-rooted trees unchanged.
• Changed — MCP ergonomics (fix(mcp): Align tool ergonomics with real agent call patterns #25): absolute paths under the pinned workspace root accepted; read lines optional = whole file; numeric argument coercion; teaching errors enumerate tools / append usage hints / list valid keys / suggest similar symbol names.
• Also folds the PR feat(ctx-symbol): Anchor compact folds at AST body nodes and drive corpus regressions to zero #24 CSS rule-set fold fix from [Unreleased] into [0.3.2].
