Bake the freshly Excel-authored blank_excel_addin.xlam into the templates module via the new scripts/bake_xlam_template.py (same strip-Module1 + zlib + base85 splice pattern as the xlsb bake), and dispatch .xlam in ExcelFile.create_new alongside .xlsm and .xlsb. The template carries the same module set as the workbook templates (ThisWorkbook, Sheet1, bare Module1), so the standard create-then- set_module flow works unchanged. Verified in live Excel via the popup-aware harness: a create_new .xlam with a sentinel macro loads and runs, and ThisWorkbook.IsAddin reports True, confirming Excel treats the output as a genuine add-in. Tests cover the create/edit/save/reopen round trip and the bare Module1 template contract.

Wires the new blank_excel_addin.xlam template into create_new, same bake pattern as xlsb. Live-verified: the built add-in loads in Excel with ThisWorkbook.IsAddin = True and its macro runs clean under the popup-aware harness. 392 tests, pyright strict, ruff all green.
