checkout v4->v7, setup-python v5->v7, upload-artifact v4->v7, download-artifact v4->v8, softprops/action-gh-release v2->v3. Clears the 'Node.js 20 is deprecated' warning annotations on every job; the Excel fixture workflow from #4 was already on the current generation.

Clears the Node 20 deprecation warnings on every CI and publish job. Versions verified against each action's latest release; the publish workflow's download-artifact and gh-release steps only exercise at the next tag.
