Bump Tiger_Version::VERSION to 0.17.0-beta and promote the Unreleased changelog. Ships the first-party identity module (Site Identity: name/tagline/logo/favicon/social), which lights up the favicon head links + the JSON-LD Organization logo/sameAs.
