Overview
This automated CI PR pins the backend to the stable Virto Commerce platform release 3.1037.0 instead of the previous PR-specific image tag (3.1037.0-pr-3049-ebb3-vcst-5208-ebb36d38). PlatformVersion and PlatformImageTag in backend/packages.json are both updated to match that release.

The rest of the diff is formatting only (whitespace/indentation in the Azure Blob and GitHub Releases sections, trailing newline).
