Overview
Updates the QA environment module manifest to pull VirtoCommerce.News 3.1003.0 from Azure Blob instead of the previous 3.1002.0-pr-19-0d48 prerelease package.

The News entry remains in the AzureBlob source list; only the BlobName changes, plus minor JSON formatting in backend/packages.json.
