Overview
Automated QA manifest bump for VirtoCommerce.PushMessages in backend/packages.json.

The Azure Blob entry now points at VirtoCommerce.PushMessages_3.1002.0.zip instead of the previous 3.1001.0-pr-23-fd01 prerelease package, and the module entry is reordered after TaskManagement. Remaining edits are whitespace/formatting only; platform and other module pins are unchanged.
