Manifest-only change that swaps a prerelease module zip for a stable release; no application code or runtime config changes.

Overview
Updates the AzureBlob module manifest to pin VirtoCommerce.PushMessages to the stable package VirtoCommerce.PushMessages_3.1001.0.zip, replacing the previous PR prerelease blob (3.1001.0-pr-23-fd01). The PushMessages entry is also reordered to sit after TaskManagement in the module list.

Includes minor JSON whitespace/formatting cleanup in backend/packages.json (no functional change beyond the PushMessages pin).
