Overview
Updates backend/packages.json so VirtoCommerce.FileSystemAssets is pulled from the AzureBlob prerelease source at 3.1002.0 (VirtoCommerce.FileSystemAssets_3.1002.0.zip) instead of GithubReleases at 3.1000.0.

The change aligns the QA package manifest with the automated vc-module-filesystem-assets update. Minor JSON whitespace cleanup is included; platform image/version lines are unchanged.
