Automated QA manifest update for VirtoCommerce.Customer in backend/packages.json.

The Azure Blob entry switches from prerelease 3.1008.0-pr-299-99fb to VirtoCommerce.Customer_3.1009.0.zip (stable-style package name). The Customer module block is moved to the end of the Azure Modules list; platform image/version pins are unchanged. Remaining edits are JSON whitespace/formatting only.
