Overview
Updates backend/packages.json so VirtoCommerce.ApplicationInsights is delivered from the AzureBlob prerelease feed at 3.1003.0 (VirtoCommerce.ApplicationInsights_3.1003.0.zip) instead of GithubReleases at 3.1001.0.

This is an automated QA manifest bump aligned with the Application Insights module update; the rest of the diff is minor JSON whitespace/formatting only.
