Overview
Updates backend/packages.json so VirtoCommerce.SqlQueries is pulled from the AzureBlob prerelease feed at VirtoCommerce.SqlQueries_3.1004.0.zip instead of the GithubReleases entry at version 3.1002.0.

This aligns the QA/prerelease manifest with the automated vc-module-sql-queries bump (blob-sourced build). The rest of the diff is JSON whitespace/formatting only.
