Overview
Updates backend/packages.json so VirtoCommerce.Datatrans is no longer pulled from the GithubReleases source (3.1001.0) and is instead installed from AzureBlob as VirtoCommerce.Datatrans_3.1002.0.zip.

This aligns the QA/prerelease manifest with the automated vc-module-datatrans update (blob-based package at 3.1002.0). Remaining edits are JSON whitespace/formatting only.
