v0.1.2 — README rewrite

Rewrote README.md for clarity:

• Plain-English intro: what CRA reporting requires and what this tool does
• "Who is this for?" section
• 60-second tour with copy-pasteable commands
• Full reporting-flow table for one case (24 h → 72 h → 14 d / 1 month)
• Troubleshooting section (PATH, validation, KEV, proxies)
• Explicit list of what the tool does not do
• Corrected Python import paths (KEV helpers live in cra_scope_core.kev)

No code changes; 28/28 tests still passing.
