Description and/or issue being addressed:
MCIP didn't write on GRIDDESC the "truelat1" parameter that is important to define the projection. This PR solves that issue.
Impact on results:
It will give support for the transverse mercator projection widely use for simulating low latitude regions.
Significance:
It will allow users that uses this projection to run CMAQ properly.
Tests conducted:
I run MCIP with tmerc grids produced by WRF, and I compared WRF coordinates with MCIP coordinates.
