💡 Goal: Make the Discord command handlers more readable and maintainable by eliminating identical inline issue-submission logic for bugs and feature requests.

🔨 Changes:

• Added a new submitQuickIssue helper method in main.ts with comprehensive type hints and a docstring explaining its purpose.
• Replaced the duplicated inline logic within case 'bug': and case 'featurerequest': with calls to the new helper method.

🛡️ Safety: The business logic, GitHub issue payloads, and Discord message outputs are 100% unchanged. Tests and typechecks pass perfectly.

📖 Readability: Extracted ~70 lines of duplicated inline logic into a single abstracted function, heavily reducing the size of the main switch block.
