🏗️ Infrastructure: Added subosito/flutter-action@v2 (stable) to .github/workflows/ci.yml lint and test jobs. Relaxed Dart SDK constraint in worker_flutter/pubspec.yaml from ^3.11.5 to >=3.11.0 <4.0.0 to resolve resolution failures with the stable channel. Updated scripts/lint.sh and scripts/test.sh to execute flutter pub get, flutter analyze --no-fatal-infos, and flutter test within the worker_flutter directory.
📖 Context: Updated AGENTS.md to follow the execution SSOT parity rule for Flutter tooling, adding the stable channel requirement and targeted lint/test commands. Logged tool-version conflict insights to .jules/forge.md.
