Complete admin control rollout

What changed

• completes the admin control initiative across stories, static pages, enquiries, campaigns, redirects, revisions, customers, email templates, media, settings, navigation, homepage content, reviews, audit logs, feature flags, and granular admin roles
• adds nine additive Prisma migrations and five idempotent content seeds
• wires managed content into the storefront with safe fallbacks
• adds protected scheduled publishing using a Hobby-compatible daily Vercel cron
• adds Vercel Blob storage support and production-safe media validation
• adds coverage documentation and the future-feature-parity PR rule

Production state

• all 15 repository migrations are applied
• all five approved seeds completed
• the current code is deployed and smoke-tested on Vercel
• the protected publishing endpoint returned 401 without authorization and completed successfully with CRON_SECRET

Verification

• TypeScript: passed
• ESLint and em-dash policy: passed
• Vitest: 406/406 passed across 56 files
• Vercel production build: passed
• production storefront, managed pages, health, sign-in, Blob upload/delete, role restrictions, and publishing job: verified
