Add the BeeGFS index and query GUFI plugin under contrib/plugins/beegfs along with its deploy CMake integration (beegfs_deploy/CMakeLists.txt). Includes the bh_beegfs ioctl definitions, shared plugin code, sqlite3 init/shutdown handling, source-list sync with the upstream external_attach/copy rename, and a fix for a segfault caused by uninitialized sqlite3.
Add the .ci packaging script, the GitHub release workflow, the beegfs_deploy README, and a .gitignore entry for deploy build artifacts.
