Add Pay Low enterprise redesign handoff

What changed

• Added a Pay Low enterprise redesign concept under docs/paylow-enterprise-redesign/.
• Included DESIGN.md design tokens/strategy and a static index.html prototype.
• Built the quote-intake path with a thank-you/staff-packet screen, plus Insurance, DMV Services, Locations, Reviews, and TaskChad angle sections.

Verification

• python3 HTML parser smoke check passed locally.
• Extracted script passed node --check - locally.
• Served locally with python3 -m http.server 8791 --directory docs/paylow-enterprise-redesign.
• Verified in the Hotbox browser: DMV section, locations section, and quote thank-you packet.

Notes for dev review

• Static prototype only; no production deploy or backend/database mutation.
• Local screenshot proof is in docs/paylow-enterprise-redesign/screenshots/, including dev-handoff-dmv.png, dev-handoff-locations.png, and dev-handoff-thank-you.png.
• Repo had unrelated dirty/staged Homie runtime files before this handoff; this PR branch contains only the Pay Low redesign handoff files.
