CF-12 Stack C docs-only convergence closeout.

Summary

Record immutable CF-12 implementation, workflow, deterministic proof, artifact, and independent-review evidence without mutating the already qualified implementation tree.

Changes

• add specs/013-cf-12-impact/convergence.md with final implementation heads/trees, run/job identities, artifact identity/digest, CF12_IMPACT_SHA256, review disposition, coverage limits, and explicit V1 deferrals;
• update tasks.md to mark T010-T025 and T040-T043 complete against exact executable evidence;
• keep status as CONVERGENCE_CANDIDATE until this docs-only closeout PR itself merges.
