Changelog:

• Bumped min version to 26.1.1.

• Changed the default item used by toast spell effect to not be air, as empty item stacks are no longer allowed.

• Rewrites a change from PR Entity Data additions #1056 in Entity Data:

  scoreboard-tags - Aside from a list of strings of tags to add, you can now specify a list of configuration sections with operation (default add, remove, and clear), and tag string option to add or remove.

  Instead, the option scoreboard-tags still supports a list of strings to add, but it can now be a section of options: clear (boolean) and remove / add (list).

  This rewrite was done as it didn't make sense to mention the clear action in the list more than once, or at any point after an add/remove action, and the order of add/remove does not matter, so the action list structure was abandoned.
