civilsso app under apps/: local verification of Civil's 60s EdDSA handoff token against a cached public key, CivilIdentity UUID mapping (external requesters and staff keep their existing PKs; no username auto-claiming), unset CIVIL_URL = off, failures land on the login page. Rebuilds the broken .venv. Absolute imports throughout because the repo root is itself a package.

Adds the civilsso app: sign in with the SQSY shared identity (Civil). 60s EdDSA handoff token verified locally against a cached public key; CivilIdentity maps the Civil user UUID to local accounts (existing PKs unchanged, usernames never auto-claimed). Unset CIVIL_URL = feature off; every failure lands back on the login page.
Also rebuilds the broken .venv. 118 tests green. Prod note: merging changes nothing until CIVIL_URL is set on the deployment. Tag 2026.2.0 after merge.
