Deletes three unreferenced reuse files (app-install-sumo-apps.md, budget-assignment.md, cse-launch-csoar-automation.md) and adds cid-redirects.json entries to handle any inbound links to removed paths. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>

Removes three unused MDX partial files from
docs/reuse/that were not referenced anywhere in the documentation. Addscid-redirects.jsonentries for the removed paths to handle any inbound links.Removed files:
