Adopt the verified Ultracite lint baseline

What changed

• adds exact development-only ultracite@7.10.2
• extends Ultracite core, React, Next.js, and Vitest Biome presets
• preserves RolePatch formatting, generated-file exclusions, and existing source conventions through explicit local exceptions
• records the shipped tooling boundary in PROJECT_STATUS.md

Impact

The initial preset assessment surfaced 5,412 diagnostics. This PR resolves that compatibility gap entirely in configuration: no write-mode source rewrite, runtime dependency, route, deploy command, secret, or production configuration changed.

Validation

• biome check: 287 files, 0 errors, 0 warnings
• biome format: 268 files, no fixes
• typecheck passed
• Vitest: 72 files, 437 tests passed
• Next.js production build passed (38 static pages)
• docs validation passed
• git diff --check passed
• code-cleanup reviewed the exact dev-only addition

Pre-existing findings kept out of scope: Knip reports one unused landing font dependency plus configuration hints; pnpm audit reports 29 high and 0 critical advisories.
