Fix GCJ-02 compensation outside mainland China

Summary

• Do not apply the Maps-only WGS-84 -> GCJ-02 compensation in Hong Kong, Macao, or Taiwan.
• Replace the broad bounding-box exception with checked-in, simplified OpenStreetMap administrative-boundary polygons.
• Keep compensation enabled for adjacent mainland coordinates, including Shenzhen and Zhuhai.
• Document the boundary-data source, attribution, regeneration process, and limitation.
