Blackstart Relay is a fail-closed grid-restoration interlock on GenLayer StudioNet.
The runbook owner freezes an issuer, equipment identifier, operating cycle, ordered switching sequence, dependency list, and an independent verifier wallet. Only that verifier can submit the schema-compatible evidence record. The record is immutable and must match the frozen issuer, equipment, cycle, step count, dependency count, and SHA-256 runbook fingerprint.
The final consensus gate is derived, never submitted:
- ENERGIZE: identity and cycle match; every step is SAFE; every dependency is RESOLVED; rollback is VERIFIED.
- ROLLBACK: at least one ordered step is UNSAFE.
- HOLD: missing, stale, malformed, unknown, or conflicting evidence.
