This commit reorganizes the project by creating a central portal page (index.html) that lists and categorizes all available tools. The original HTML preview tool is moved to a dedicated directory. This PR addresses the user's request to restore a dedicated tool portal asindex.htmland properly integrate the HTML preview tool into thetools/developmentdirectory, ensuring all tools are discoverable and documented.
