Fix portable binary paths, stale version pin, and missing SKILL.md in test suite

Test suite was broken in CI/non-author environments due to hardcoded absolute local paths, a stale version assertion, and a missing required asset.

Changes

• tests/eval-loop.sh — Replace hardcoded /Users/aimar/... binary path with ${IMI_BIN:-<repo-relative>}, matching the existing pattern in integration.sh
• tests/integration.sh — Same hardcoded fallback path fix; update version assertion from 0.3.4 → 0.3.19 to match Cargo.toml
• skills/imi/SKILL.md — Create missing file (copied from npm/skills/imi/SKILL.md) required by section 23 of the integration suite; contains name, description, and allowed-tools frontmatter
