Contexto
O TypeScript 7.0 chegou ao GA (compilador nativo em Go, ~10x mais rápido), mas não expõe API programática estável até o 7.1. A Microsoft recomenda adotar o TypeScript 6.0 como etapa de transição (última versão baseada em JS, que mantém a API do compilador) para desriscar a ida ao 7.0.
Este PR prepara os pacotes compartilhados para consumidores no TS 6.0.
Mudanças
eslint-config:@typescript-eslint/*^8.57.2 → ^8.63.0. A janela de suporte do 8.63.0 (>=4.8.4 <6.1.0) inclui o TS 6.0.x; o 8.57/8.59 anterior era limitado a<5.9.tsconfig/base.json:moduleES2022 → ESNext. Alinha com o default do TS 6.0 e aposenta o override local que o pacoteevidence(no repoplatform) mantinha por causa de import attributes.Verificação

fix+featdisparam um único ciclo que republica todos os pacotes não-privados. Consumido noplatformlogo em seguida (PR paralelo da migração TS 6.0).
