bold and italic didn't work on potion effect text when using the Minecraft font. this fixes both and keeps italic text aligned with the icons.

Hmm in my 1.8.9 version I had this setup individually for both effect name and duration. I feel it would be better to have this applied to global and per effect/effect-type rules

In addition how does this fair against resource packs that could use formatting codes or even reset the formatting codes on the effect name?

It's probably better to use components rather than legacy formatting codes, that way e.g. a resource pack resetting formatting would just reset it to the style we set.
