Summary

• refresh the bundled US Populace release manifest to populace-us-2024-f0d2ef6-09292aa0d5db-20260617T032307Z
• pin the certified dataset and release manifest to immutable HF commit 822609aa834528162d530c1c2bfca2cb347a01c2
• regenerate the US TRACE TRO sidecar and update tests for the new release id
