Summary: Adds a healthcare scope to Populace target diagnostics, a Healthcare tab with scoped KPI cards/variables/table rows, direct /populace/targets?scope=healthcare links, and a unit test covering ACA, Medicaid, Medicare, and PTC rows. The diagnostics response and UI now expose the PolicyEngine variables used for each target where available, including map_to/filter metadata for count targets. Latest live data returns 208 healthcare targets across cms_aca, cms_medicaid, cms_medicare, and irs_soi, with calculated variables including has_marketplace_health_coverage_at_interview, assigned_aca_ptc, medicaid_enrolled, chip_enrolled, and gross_medicare_part_b_premium.
