…strap Extract workspace-repair outcome handling from run_turn, group Agent goal/RSI state into domain holders, add review-repair budget and tools↔tool-host side-effect matrix tests, and move early CLI preflight into bootstrap. Also nests settings under /config with shared resolve_command handlers.
