This commit prepares the project for .NET 11 Preview 4 by: * Updating SDK-style projects to target `net11.0`. * Configuring `global.json` to use the `11.0.100-preview.4` SDK and `allowPrerelease`. * Adjusting the CI workflow to install both .NET 6.0.x and 11.0.x SDKs.
