Draft vector corpus and GNAP-leg gating decision memo for the seam-spike.

  • design-notes/seam-spike/corpus.md drafts the mandated 13-vector corpus, including vector 13 (a v0.1 grant served through a legacy_0_1 authorization context by a 0.2 resource server) named explicitly by the gate.
  • design-notes/seam-spike/gnap-leg-gating-memo.md lays out the two options the gate allows for the GNAP adapter leg (real pass/fail criteria vs. an explicit non-gating declaration) and seeds a recommendation for the owner to accept or reject.
  • The gate's pin preconditions (the canonical timestamp/duration profile and the JSON Schema dialect pin) are not yet landed; the two spots that depend on them are marked [BLOCKED-ON-PINS] in the corpus draft.

Both documents read as too hedgy. They are the draft vector corpus
and the GNAP-leg gating memo for use when the spike runs, and now
read that way: no more sentences whose only job was to announce
what the documents are not or do not do. All factual gate citations,
both [BLOCKED-ON-PINS] markers, and every technical claim are
unchanged.
