Wire up the webhook endpoint with HMAC verification, idempotency, and event dispatch. Add bidirectional sync between GitHub issues and Discord forum threads (issues, comments, close/reopen, edits, deletes). Repo-to-channel linking via /link-repo slash command with forum tags so one channel can host multiple repos. New modules: db, webhook, sync_gh2d, sync_d2gh, github_client, formatting.
