Boots the Discord client and the FastAPI webhook receiver in one event loop, with SIGINT/SIGTERM cancellation so Railway's 30s shutdown grace is respected. Lazy `get_settings()` keeps tests importable without env. CI runs `black --check` and pytest on PRs targeting `main`.
Add Dockerfile and .dockerignore for Railway builds. Config now accepts Railway's PORT env var and GITHUB_APP_PRIVATE_KEY (raw PEM contents) as alternatives to WEBHOOK_PORT and the local .pem file path. Also adds CLAUDE.md and poetry.lock.
