fix: link production Vercel project in CI

Summary

• pass the production Vercel project ID explicitly to vercel pull in the release workflow
• fix the v1.0.19 failure where a clean GitHub runner could not retrieve project settings without a .vercel link
• related to Ontos-AI/knowhere-api-infra#20

Verification

• actionlint v1.7.12 .github/workflows/deploy.yml
• git diff --check
• inspected v1.0.19 job logs and confirmed the failure was project-link resolution before Vercel build
• no deployment or migration was run from this branch

Not applicable; this is a deployment workflow fix.

Deployment Notes

• after merge, publish v1.0.20 to retry the release-gated production migration and Vercel deployment
• the existing v1.0.19 EKS deployment remains healthy and is the rollback target
• no secrets or project settings changed
