TypeScript 7 removed `baseUrl` and stopped accepting non-relative `paths`
entries, so the bump fails to compile before it reaches any source file:
tsconfig.json(7,5): error TS5102: Option 'baseUrl' has been removed.
tsconfig.json(9,30): error TS5090: Non-relative paths are not allowed.
Did you forget a leading './'?
Dropping `baseUrl` makes `paths` resolve relative to the tsconfig's own
directory, which is where it already pointed, so `#runtime-providers` keeps
resolving to the same file. The only change is spelling it `./src/...`.
Verified against the real compiler, not the stale one. `node_modules` still
held TypeScript 5.8.3 after checking out this branch, and `npx tsc --noEmit`
exited 0 against it -- which proves nothing about TypeScript 7. After
`npm ci`:
tsc --version 7.0.2
tsc --noEmit exit 0
npm run build exit 0, 639 modules transformed
