Summary

  • Upgrade project.bootstrap.yaml to canonical bootstrap manifest version 2 where needed.
  • Reconcile bootstrap-managed repo guidance and CI support files with the v2-capable bootstrap tool.
  • Preserve repo-specific governance while adding required companion managed paths for generated guidance.

Governing Issue

No governing issue is linked; this is scheduled bootstrap fleet reconciliation for Workboard card 784da912-e829-4bfa-877f-f48eac778f9e.

Validation

  • bootstrap plan --manifest ./project.bootstrap.yaml --target . --json before apply
  • bootstrap apply repo --manifest ./project.bootstrap.yaml --target .
  • bootstrap plan --manifest ./project.bootstrap.yaml --target . --json after apply reports zero repo drift

Bootstrap Governance

  • Changes are scoped to bootstrap-managed v2 manifest and generated guidance drift.
  • Contributor or PR guidance changes are reflected in CONTRIBUTING.md, .github/PULL_REQUEST_TEMPLATE.md, and docs/bootstrap/onboarding.md when applicable.
  • PR author enabled auto-merge where GitHub allows it, or recorded the unavailable reason below.
  • No real secrets, runtime auth, or machine-local env files are committed.

Flow Contract

  • Owner lane: Hephaestus
  • Repair owner: Hephaestus
  • Autonomy class: safe
  • Risk class: low

Flow Merge Readiness

  • Every blocker has a next actor and next action.
  • No active blocking requested changes remain.
  • Non-author approval is present when required; Athena review is next.
  • PR author enabled auto-merge where GitHub allows it, or recorded why it is unavailable/unsafe.

Merge Automation

  • Auto-merge is enabled with gh pr merge --auto --squash where GitHub allows it; otherwise the exact blocker is recorded in the Hephaestus handoff.

Notes

  • Athena review requested for bootstrap-governance readiness before merge.

Holding this one. The generated v2 output replaces the Python 3.12, secrets scan, CI contract, docs smoke, unittest, and fixture evaluation checks with generic no-op fast/extended scripts, so CI Gate no longer validates the application. The Claude workflow also removes the jmcte-only trigger guard and pinned actions while granting write permissions. Please preserve the repo-specific validation and trusted Claude trigger/action constraints in the v2 output.

Re-reviewed repaired head 3f23fac. The MailPlus Python 3.12 fast gate, CI contract check, docs smoke, unittest discovery, extended fixture/evaluation validation, secret scan, and MailPlus link/export/cache guards are restored. Claude automation is still kept out of required PR checks and gated behind the repo-specific auth posture.

Live preflight: head matches the requested repaired SHA, the branch contains current main, checks are green, and auto-merge is armed. Residual risk is limited to generated governance/doc updates.
