docs: add TweetClaw tool boundary example

Summary

• Add a concrete TweetClaw example that clarifies this plugin governs chat ingest and replies, not external tool allow-lists.
• Show the OpenClaw install and tools.alsoAllow setup for explore and tweetclaw.
• Document what belongs in raw recall sinks versus what should stay out of JSONL or HTTP archives.
