reviewed code and ran the local deploy without any problems. There are some changes that need to be made to tools/local_catalog_sync.py that will be made in a new story/PR. |

Local deploy working and tested on multiple machines. Glue-based deploy working. Local SQL catalog non-pulled from tar works for icefabric but not RAS - thinking this was how it always was due to caching setup.

This pull request contains modifications to the API and dashboard necessary to allow for both to connect to a pre-existing local iceberg catalog and icechunk store. There is also a new local deploy shell script in the docker directory and short instructions on using the script in the readme.
