CI: retire SmartPipe self-hosted runner

Summary

• replace retired SmartPipe self-hosted lanes with standard GitHub-hosted runners
• restore official CodeQL and Dependency Review for the public repository
• add lock-file-keyed NuGet caching and bounded generic artifact retention
• remove runner-only scripts, contracts, and operations docs
• restore canonical baseline workflow evidence names

• BaselineOrchestrationTests: 58/58 passed
• locked restore and dotnet format verification passed
• git diff --check passed

Runner registrations/caches are zero; 17 retired-runner runs/log sets and the inactive local SmartPipe runner root were removed separately.
