CI: add targeted diagnostics and runner cleanup

Implements CI fail-fast ordering, exact-SHA single-consumer diagnostics, and bounded cleanup for the dedicated Windows runner.

Validation:

• SmartPipe.RepositoryChecks.Tests: 586/586
• workflow YAML/mutation contracts: passed
• runner safety/lifecycle/monitor contract: passed
• live runner hook smoke: passed; one online idle listener
• git diff --check: passed

Required check names are unchanged. No Core/Extensions runtime or public package API changes.
