• Extract Channels, Transforms, Logging, and DataAnnotations into narrow leaf packages while preserving facade type identity through forwarding.
• Add source/binary/reflection compatibility, package ownership/graph governance, direct trim/NativeAOT/runtime consumers, and reproducible leaf benchmarks.
• Route trusted same-repository PR checks to the self-hosted Windows runner with fail-fast native steps and bounded workspace cleanup; preserve hosted runners for non-PR events.

Validation

• Release warning-as-error build: 0 warnings, 0 errors.
• Leaf tests: Channels 16/16, Transforms 21/21, Logging 9/9, DataAnnotations 8/8.
• Facade: 234 passed, 1 intentional skip.
• RepositoryChecks: 574/574.
• Pack: 11 nupkg + 11 snupkg; metadata, SourceLink, graph, ownership, version, and lock gates passed.
• SP220-07 consumers: 5/5, including exact sole IL2026 and separate untrimmed runtime invocation.
• Workflow Python and PowerShell contract suites, spec review, standards review, and final integration review: green.
• PR Linux coverage is temporarily deferred by repository-owner authorization.

Checkpoint D remains open for SP220-08 after this merge.
